Education Qualification:

  • For Assistant Professor : Bachelor of Engineering/Bachelor of Technology and Master of Engineering/Master of Technology in relevant Engineering with First Class or equivalent either in Bachelor of Engineering/Bachelor of Technology or Master of Engineering/Master of Technology from a recognized University.
  • For Specialist : A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956).

  • For Air Force Academy : Degree of a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.

Application Fee: Candidates have to pay a fee of Rs. 200/- either by depositing the money in any branch of SBI by cash, or by using net banking facility of the SBI or by using visa/master credit/debit card.  SC/ST/ Women candidates who are exempted from payment of fee.

History of Formation

The First Public Service Commission was established on 1926 in India; however it had only limited rights and advisory functions. In the year 1935 “Federal Public Service Commission under the Government of India Act 1935 the first provision was made. The provision was made at provincial level. The Constituent Assembly, after the freedom of India, felt need for giving a secure and autonomous status to Public Service Commissions to both level as state and provincial level and their aim was to ensure unbiased recruitment and protection of service interest. Finally in 1950, according to new constitution of India it emerged as separate entity and named ‘Union Public Service Commission’the headquarter of commission is located in New Delhi

Constitutional Provision:

The constitution of India, Article from 315 to 323 provides info about public service commission and Union Public service commission. The commission has a chairman and ten members. The rules and regulation are of chairman and members are governed by the Union Public Service Commission (Members) Regulations, 1969.

The Union Public Service Commission has commitment to abide with following responsibilities;

  1. Recruitment of the candidates through conducting competitive exams.
  2. Recruitment to services and designations under the Central Government by Selection through Interviews and exams
  3. Work as advisory committee on the suitability of Designations for appointment and promotion
  4. To advise the government on all the issues related to method of recruitment to various services and posts.
  5. Taking care of miscellaneous matters related to grant of extra ordinary pensions, reimbursement of legal expenses etc.

Recruitment Procedure & Method for UPSC:

Recruitment Process of UPSC can be categorized into two categories A & B. for various ministries / Department of government of India. Various examination are conducted by UPSC every year on all India level and here are few names like; as Civil Services, Engineering, Medical and Forest Service, etc.

Recruitment is done or vacancies are filled by 3 different methods;

  1. Direct Recruitment
  2. Promotion
  3. Transfer

Direct recruitment is conducted by two methods as completive exams and selection through interview. Competitive exams are held by the commission under the arrangements with ministry of defense as well as Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy.

By Interview – Although constitution describes one of the process for selection is direct interview but this is very difficult now days because a lot of application are received. so commission decide another method where candidates are scrutinized step by step and this is followed by interview as well.

Written test followed by interview-

In this process written exams are held to analyze the skill set of candidate followed by interview. Interview is the final stage.

Appointment by Promotion and Transfer on Deputation/Transfer

A process decided by the government, in consultation with commission, chairman or member of the commission control over the departmental promotion committee. In this process officers are moved from group B to group A; however promotions are based on selection.

UPSC Exams Pattern;

UPSC has changed exam pattern and structure since 2011. There are 3 stages of the examination. These stages are;

  • CSAT ( Civil services Aptitude Test ) or preliminary exams
  • Main examination
  • Interview or Personality test

Preliminary exams can be divided into two categories general studies paper 1 and general studies paper 2. General studies are a traditional type of examination like other exam however it has different standard as pr the norms of UPSC. As per the syllabus of 2011 this section consists score of total 200 marks where candidate has to complete this paper in 2 hours.

Paper 2 also have the same criteria but entirely has different syllabus; below is the information about syllabus of both exams;

Syllabus for Paper 1, 200 marks, 2 hours

  • Current events of national and international importance
  • History of India and Indian national movement
  • Indian and World Geography- physical, social, economic geography of India and the world
  • Indian Polity and governance – constitution, political system, panchayati raj, public policy, Rights issues, etc.
  • Economic and social development – sustainable development, poverty, inclusion, demographics, social sector initiatives etc.
  • General issues on environmental ecology, bio-diversity and climate change-which doesn’t require subject specialization

Syllabus for Paper 2-(200 marks) Duration: Two hours

  • Comprehension
  • Interpersonal skills including communication skills;
  • Logical reasoning and analytical ability
  • Decision-making and problem solving
  • General mental ability
  • Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. – Class X level)

Age limit and attempt for UPSC

A candidate must be minimum 21 years old and must not have attained the age of 30 years on the year of examination. Prescribed age limits may vary with respect to the caste reservation system For OBC category maximum age limit is 35, and for SC/ST it is 37 years.

Notification issued by UPSC for the civil service examination on 2016 that “candidate appearing for the examination, who is eligible, shall be permitted six attempts (two more than earlier four).
